4-up from top to bottom then left to right Page 1-4 5-8 ... as single page printout border-less, and user can set the N-up direction like left to right first then down etc...

Not sure what you mean. If it is for printing (as I understood), than it should be left to the printer driver.
If it is for viewing: Mostly looking across and down is more cumbersome than just scrolling down... There are situations where this would be practical. However: For me SumatraPDF is a _lightweight_ pdf-viewer and I see no urgent need to incorporate that.
If it is for a consistent change in the .PDF file there are other tools (and printer drivers) allowing that.
